State Wildlife Grants Program

  1. Fish and Game will review and rank applications within 4 weeks of receipt of the complete proposal and tentative grant awards will be announced biannually pending submission to and approval by US Fish and Wildlife Service, Division of Federal Assistance (USFWS).
  2. Fish and Game will work with each applicant that receives a tentative award, to obtain additional information that must be included in a Federal Assistance Grant proposal. For example:
    • grant contract conditions will be determined, including state and federal laws (e.g., non-discrimination, workers compensation, record keeping, termination, and audits).
    • NEPA environmental compliance issues must be addressed.
    • eligibility, substantiality, public use and benefit, and accountability will be assessed.
    • any tentative awards for conservation projects will be required to certify to the following: Section 8(a) of the Federal Assistance in Wildlife Restoration Act (16 U.S.C. 669g(a) is amended by adding the following at the end thereof: "Funds from the State Wildlife Grants Account may be used for a wildlife conservation education program, except that no funds may be used for education efforts, projects, or programs that promote or encourage opposition to the regulated taking of wildlife."
    • Other information regarding the project must be provided as requested by Fish and Game.
    • No funds will be used for land acquisition at the current time.
  3. Fish and Game will submit grant proposals to the USFWS, Division of Federal Assistance, Portland, Oregon. This includes the NEPA compliance checklist, Section 7 and other federally required documents.
  4. All State Wildlife Grants (SWG) awarded by Fish and Game are contingent upon approval by the USFWS, Federal Aid Division. USFWS approval is needed before Fish and Game and the applicant may enter into a contract, and before any project funds (federal and non-federal matching) can be spent or any work efforts can be made.
  5. In addition to reviewing documentation of expenses and interim reports, Fish and Game may conduct monitoring activities during the course of the project, including on-site visits. The purpose is to verify performance and compliance, document costs and eligibility of donations, or ensure public access to the project.
  6. Please note that all grants are subject to audit by state and/or federal auditors for compliance with requirements and all terms and conditions of the grant.
